If you are offended and hurt by some of the content on Youtube or other social networking site, you can, and should, make a complaint. The following is intended to make the process easier. Instructions on how to flag accounts and videos follow these brief excerpts from YouTube's community guidelines. Please review these guidelines before making a complaint.
YouTube's Community Guidelines clearly state that:
- Don't abuse the site....We trust you to be responsible, and millions of users respect that trust
- Graphic or gratuitous violence is not allowed. If your video shows someone being physically hurt, attacked, or humiliated, don't post it.
- We don't permit hate speech (speech which attacks or demeans a group based on race or ethnic origin, religion, disability, gender, age, veteran status, and sexual orientation/gender identity)
- Things like predatory behavior, stalking, threats, harassment, intimidation, invading privacy, revealing other people’s personal information, and inciting others to commit violent acts or to violate the Terms of Use are taken very seriously. Anyone caught doing these things may be permanently banned from YouTube.
YT states that it is committed to enforcing their Guidelines:
- YouTube staff review flagged videos 24 hours a day, seven days a week to determine whether they violate our Community Guidelines. When they do, we remove them.
- Accounts are penalized for Community Guidelines violations and serious or repeated violations can lead to account termination. If your account is terminated, you won’t be allowed to create any new accounts. For more information about how the Community Guidelines are enforced and the consequences of violating them, please visit the Help Center.
- If you find (content) that violates our Terms of Use, then click the button that says "Flag" under the video you're watching to submit it for review by YouTube staff.
YT further declares that:
- Hate Speech: "Hate speech" refers to content that promotes hatred against members of a protected group. For instance, racist or sexist content may be considered hate speech. Sometimes there is a fine line between what is and what is not considered hate speech. For instance, it is generally okay to criticize a nation, but not okay to make insulting generalizations about people of a particular nationality
- Dangerous Illegal Acts: We draw the line at content that’s intended to incite violence or encourage dangerous, illegal activities that have an inherent risk of serious physical harm or death. This means not posting videos on things like instructional bomb making, ninja assassin training, sniper attacks, videos that train terrorists, or tips on illegal street racing. Any depictions like these should be educational or documentary and shouldn’t be designed to help or encourage others to imitate them.
Reporting Hate
The Canadian Anti-racism Education and Research Society believes the following channels and videos likely break YouTube's rules against promoting hatred and/or violence. If your channel is listed and you don't think it should be, feel free to contact us and we will review things more closely. Many people contribute to this project and we are capable of mistakes. As it says in YouTube's Community Guidelines, all complaints are reviewed. If a channel is not doing anything against Youtube's rules and guidelines, then they don't have anything to worry about. However, YouTube has the right to remove anything they don't want on their servers and you have a right to complain if you think that some content violates their Community Guidelines.
Before reporting channels and videos, however, please review YouTube's Community Guidelines yourself. YouTube makes the final decision on what content they do and do not allow. We obviously do not have that right. But we do have a responsibility to report what we believe is hateful content or content that promotes violence.
There are two methods of reporting problematic material on YouTube. The first one is simple and will take no more than 5 minutes of your time to report people who are promoting hatred or violence on YouTube. We will describe this simple method first.
How to report content that violates Youtube Guidelines
(Videos, Comments, Bulletins, etc.)
There are many areas on YouTube which can display hateful content. The most common are the videos themselves. However, some YouTube users don't upload videos, but make very hateful or harassing remarks in direct messages, in comment area, bulletins, etc.
How to report hate comments when videos are not involved
To report any hate speech on YouTube, click here and fill out the form.
To report other issues (harassment, privacy concerns, etc.) click here and follow directions.
How to Flag YouTube Videos
- Below and to the right of any YouTube video, click "Flag".
- This opens another view that gives you the option to "Select a Reason" as to why you are flagging this video.
- Choose "Hateful or Abusive Content"
- Next choose "Promotes Hatred or Violence."

You can use the additional information section below to voice your outrage, or disgust, or even simple comments such as - "It is unlawful to host terrorist videos on US Servers!" or "I
- When you're done, go back up to the middle of the box and click "Flag This Video".
- A green box pops up and says - "Thank you for sharing your concerns" or some other message indicating you are done. You can then arrow back to this site or exit.
List of Channels and Videos to Flag
Please flag the following channels and/or their videos for what we believe is hateful content which may promote violence. Flag all their videos which break YouTube's rules especially if the majority of them are promoting hatred or violence. Once YouTube removes 3 videos, then they should remove the channel. Also, please note the "report background image" on every channel, if the channel itself is promoting hatred and/or violence. You can also find that many of their friends are not very friendly either.
Please help us update our lists by sending us any other YT videos or channels containing hate or harassment using this web form. This is a constant work in progress and many more videos will be added and many channels will be suspended as we progress.
